Nowadays, energy-saving lamps are increasingly replacing the traditional incandescent light bulbs, and become the most environmentally friendly lighting choice. To achieve their emission reduction targets, the EU is to phase out traditional incandescent that has been used for 120 years. People are mandatory to replace their low-efficiency light bulbs with energy-saving lamps. In the UK, compact fluorescent (CFL) is the most common energy-saving lamps. Germany, however, warns the public based on a new study: the mercury released by broken energy saving lamps will be a risk to health, especially for infants and young children and pregnant women. While, LED lights, traditional incandescents, and halogen light bulbs will not cause such problems when broken, because they do not contain mercury.
German Federal Environment Agency claimed that, according to the new research, the mercury toxity of broken energy-saving lamps can be 20 times excess of interior safty guidelines’ standards. GFEA’s Board Secretary said that the presence of mercury in CFL energy-saving lamps is a major defect, therefore, new technologies are need to be adopted as soon as possible to prevent mercury pollution. The advantage of 80% energy saving and safty of CFLs ought to be synchronous development. A council spokesman said that children and pregnant women should stay away from broken CFLs. In those places with children and pregnant women activities, protection lampshades are suggested to be installed to prevent mercury release by broken energy-saving lamps.
However, the British government insisted that the mercury risks of energy-saving lamps is over-concerned. Broken CFL bulb mercury hazard in fact is some occasional cases, not a big deal. UK Department for Environment, Food and Rural Affairs spokesman claimed that, the mercury containing in the CFL energy saving light bulbs is insufficient of harming the surrounding populations.

City of Baytown Made a LED Pilot Program
Last week, the City of Baytown, the Texas Department of Transportation and lighting manufacturer BetaLED have jointly made a pilot program on adding LED street lighting to the city.
Six conventional 400-watt high pressure sodium fixtures were installed on three light poles located on Highway 146 at the Garth Road overpass. The lights were retrofit with BetaLED's THE EDGE luminaries.
This is the first in a series of testing that will be done throughout Baytown in the months ahead, and it's expected to save the city between 65 and 80 percent on energy and replacement costs. If successful, highway lighting may be added throughout the state.

Hill County of USA Acquired Grant to LED Retrofit
Currently, Hill County has acquired a State Energy Conservation Office (SECO) $86,365 grant as part of the American Recovery and Reinvestment Act.
Funds were allocated to replace parking-lot lighting with solar-powered LED lighting at the Hill County Sheriff's Office on Hall Street. LED lighting will also brighten the facility outside. Besides, the sheriff's office jail on North Waco Street in Hillsboro will also get a lighting makeover. The LED lights will replace several high pressure sodium light fixtures,ten floodlights on the exterior of the Hill County Courthouse.
It was estimated that energy and maintenance costs totaling $60,000 will be saved by the county over the next five years.
The lighting overhaul, con-tracted by Solar Wind Technologies out of Allen, is expected to be completed next month.

Fujian province planed to develop the public LED light with Taiwan LED companies
It's said that China's Fujian provincial government planed to invest CNY20-30 billion (US$3.01-4.51 billion) to develop the public LED lighting market over the next five years, and jointly set up a publicly traded company with Taiwan-based LED companies.
Fujian provincial government expected to install 300,000 LED street lamps in 2011, 600,000 in 2012 and up to 1-2 million in 2013. It's estimated that the total LED street lamp market would reach 5-6 million units in Fujian.
Taiwan's Industry Technology Research Institute (ITRI) and the LED Street Lighting Industry Alliance had confirmed the report. If Fujian took the idea, Taiwan's LED Street Lighting Industry Alliance's member would have a chance to become the initial beneficiaries, such as Unity Opto Technology and Everlight Electronics and so on.

The sales of LED backlights LCD TV was reportedly one fifth of the overall US TV market in 3Q10
Industry sources reported about one fifth of LCD TVs purchases in the US market was LED backlights LCD TVs in 3Q10, which was up from 17.9% 2Q10 and from 4% during 3Q09.
The result was benefit from LED-backlit LCD TVs’ advantages, such as their thinner form, improved picture quality, better color saturation, power savings and other green attributes, which also closely connected with TV and panel makers’ paying on the product differentiation, innovation, low power consumption and so on.
Meanwhile, most US consumers has chosen older non-LED-type LCD TVs, which accounted for 65.3% in the overall US TV market in 3Q10.

| In part 2 of our review of the keynote at the recent Arrow LED event, Cree’s CEO notes a challenge in marketing and positioning that is hampering SSL uptake while describing how LED technology has progressed and is succeeding in general lighting. | |||||||||||
Cree’s Chuck Swoboda delivered the keynote address at Arrow’s recent LED Lighting Design Seminar and focused the talk on LEDs in general-lighting applications. Part 1 of our article on the keynote described Cree’s general-lighting focus. In the letter part of Swoboda’s talk he focused on obstacles to success for solid-state-lighting (SSL) from a marketing and positioning perspective while chronicling how LED technology has progressed to the point that the technology will no longer gate success in general lighting. Indeed Cree is confident that LEDs are no longer an obstacle to cost-effective SSL. The industry does need to continue to drive the cost out of the system design. But Swoboda suggested that branding and marketing are as significant roadblocks to success as is the technology.
Swoboda pointed out a common mistake people in the SSL segment are making. He said “They either want it to be really expensive as a super-premium product or they want to make it as cheap as what it’s replacing. It’s neither. It’s a value sell.” To make his point, Swoboda discussed the widely-publicized partnership between Cree and Home Deport in selling the CR6 down light. Cree approached the move as an awareness campaign and Swoboda said, “Our only objective was to get them to put the demo in the store.” Cree hoped to test what would move the SSL market. And while he didn’t share details on product sales, Swoboda asserted that the product has done very well at a price ($50) that was broadly considered too high. He suggested that once people can see and touch SSL technology, they understand the value. “I think there is much more demand for LED lighting in the near term than anyone has thought about,” Swoboda said. “If the customer is comparing [LED lighting] to CFL it’s an even easier sell.” Earlier he had noted that the CFL had taught consumers that energy-efficient lighting was equivalent to a compromise in quality but that LEDs will change that perception. Efficiency and applications The Q&A session following the presentation was dominated by a discussion of LED efficiency, applications where LEDs are winning, and the challenges for luminaire makers. Swoboda affirmed that Cree is shipping the XLamp XM-L family of LEDs that he believes offers an industry-best 160 lm/W. He added that the company is doing better in the lab with prototypes operating in excess of 200 lm/W. Asked when Cree would ship such products, Swoboda would not commit but noted that the company has a track record of delivering production components 18 months to three years after lab demonstrations. The inevitable next questions centered on what would deliver the gains in brightness. One questioner suggested that bigger die would be the answer. While acknowledging that Cree has some LEDs based on larger die including current versions of the XM-L, Swoboda suggested that “die size is a short term solution.” In a separate presentation, Cree applications engineer Yuming Chen detailed the fact that larger die size creates the need for much larger secondary optics to prevent the light losses associated with the etendue effect. Instead, Swoboda believes that there will be advancements in chip design, phosphor technology and packing that deliver better efficiency. He stressed that by chip design he does not mean the actual epitaxy process. He believes that the industry is nearing peak efficiency in semiconductor devices. But he believes that there are other elements of chip design that can improve light extraction. Swoboda predicted that Cree will deliver LEDs with efficiency in the 220 to 230 lm/W range while noting that the company will be nearing the theoretical limit of converting energy into light at that point. The stress on efficiency is as much about thermal issues as it is brightness per se. As discussed in our prior article on the keynote, brighter LEDs simplify system design. Swoboda said, “When that thermal load comes down, everything gets easier.” Swoboda was also asked about a number of applications and when a “tipping point” might be reached. He believes that street lights tipped when LEDs hit 100 lm/W. The same level has allowed “a segment” of the retrofit bulb market to tip. But he noted that “converting a category of lighting is a really long process.” Swoboda was quick to highlight a potential market for SSL that has not been viewed favorably of late. He boldly predicted that LEDs would succeed sooner than expected in linear-fluorescent retrofit applications. Fast design cycles An audience member, clearly representing a luminaire maker, expressed frustration at the fact that the LED market is moving so quickly with new products and packages coming to market constantly. The questioner noted that before the luminaire maker can get a product to market and into volume manufacturing that the LED maker invariably had a new brighter product – perhaps in a new package – that was replacing the old one. Swoboda sympathized with the plight of the luminaire maker while opining that companies should go ahead and complete each design rather than stopping and changing light sources in the middle of a project. He used an LED street light manufacturer as an example of why. He noted that the company is on its fifth generation of its street light design, and that much more than the LED components were changed in each generation. He said, “They had to change [LED] platforms but they changed everything else each time too. Their product today is three to four times brighter, twice as efficient, and one fifth the cost as in gen one.” Swoboda made a bold statement that applies both to luminaire makers and to the LED component makers. To succeed he said, “You’ve got to want to obsolete your own products.” Swoboda said, “I don’t think there’s any doubt that the world is going to LED-based lighting technology.” And he succinctly summed up the reasoning behind Cree’s general-lighting focus saying, “If you get there early it works out a lot better than if you get there late.”
